Sir Skullcrusher, from what I understand from others who have had to change their name - they DO get change name options and if they fail to comply or make another offensive name then they get banned. Seriously though most people should know better than to make offensive names (its a duh given -_-)

Permenant ban or temporary?
Is this a permanent ban for the account?
Also, I think anet should have penalties for certain actions. A permanent ban would really suck and I wouldn't go out and buy another anet product because it would piss me off. But I think there should be a penalty ban. Say a week for foul language, a month for scamming, something along these lines.
A permanent ban should be a 3 time repeat offender.

I doubt it's a perma-ban... just for communication foul play, that's pretty harsh.
From what I learned, perma-bans takes alot of violations, you have to do something very, VERY STUPID to get your account banned.
ie. ebay/botter.

The problem with this lies in the users themselves. Youre not about to walk up to an african american or an asian american, or hispanic and call him a racist or derrogatory name if you see him face to face, but because there is an anonimity (sp?) from being behind a computer to where youre only virtually face to face, well every comment, word, conversation, etc... will come to the surface. Honestly its a far bigger problem than anyone wants to admit too, or can totally see to be honest. If you go to any major district in any major town in this game and stand there for more than 5 minutes, youll find that probably half of the people using the general chat or trade chat are in violation in some way of the EULA. The language is just one problem though. Mis/interpretation is another. Take the male warrior dance for example. In the very beginning of the dance, the male warrior thrusts his hips... ok fine for someone whoes not loking at it in a sexual matter, its fine. BUT youll always get the random person trying to be funny come give you some random sexual gesture with his character. Im sure that everyone in here that has a female player has had this happen to them before and yes its annoying.
Its honestly getting to the point where i know a vast majority, due to language, racist remarks, some people making sexual references constantly, or trying to pm your female char saying the sexual things they want to do, etc... that some people wont even have local chat on. I havent had the local chat box checked for almost a year now. Trade chat is the same way. I only turn them on when i need to go to LA, KC, or AC to look for an item i might want to buy, otherwise due to peoples immaturity and ignorance, i could personally care less whats being said in such district.
IMO Guild Wars should borrow a page from Mythic's Dark Age of Camelot. They have people that are ingame that yo can message if theres is a problem, or you can leave a complaint and a moderator or dev will come ingame within 15 minutes and talk to the offender and the offended. and its settled right there. and this works for all offenses, wether it be griefing, racisim, stealing, hacking, scamming, etc... They have a huge no tolerance policy and its probably the best system that i have seen for that.

It all comes down to cost, in my opinion. I'm sure if ANet could afford to do this, they would. At this point, I don't think they're financially solvent enough to implement this. They're trying to do their best with the resources they have.

As for this issue.. can we just let it die. It's just a fictional character in an IMAGINARY world. I know the some of these dumb names are offensive to peoples but why are we making it such a huge issue. Also Gaile.. tell me this, if you're locking down on bad names that is offensive. Why is that last night (out of most of the district) i can find names is that so highly offensive it would make a nun cry out in pain.

In-game "moderators" would probably end up showing too much bias toward certain players (IE: so-and-so is a funny guy but he dropped the f-bomb 40 times while spamming, so I think I'll give him a break); and things could become unbalanced.
As for the main issue, I think swearing and spamming shouldn't be a "bannable" offense; as you have chat filter and the ability to ignore players/block chat. Racial and sexual remarks however; should - and they should probably make the rules stricter concerning those types of remarks. I for one don't appreciate some guy telling my ranger "ur hott" and then freaking out about "how gay I must be" when I let him know that I'm a dude.

I think that's speculation. I have confidence in ANet staff that they'll be fair in dealing with rule violations, much like we do here at Guru

Thanks Anet! Nice event and I finally got the pumpkin crown I've been wanting for the past year! lol
I don't mind profanity too much, I leave the chat filter on anyways, but what bothers me is sexual and especially racial "jokes"/insults. There's nothing wrong with saying "Mad King I want to have your babies," but I repeatidly saw talk of performing sexual acts on the King, or him doing that to people who played his games "flawlessly," etc. I usually just ignore local chat, but it's hard to do when you're trying to participate in an event.

Halloween, Christmas, Dragon Festival, wow you guys are totally awesome for giving us these little perks in game.
I'm not usually one for banning and censorship, but the things I saw in Lions Arch last night were horrible. I had my local chat clicked off so I could ignore the 3 million posts saying don't click on the Mad King. But that did not protect me from the little chat bubbles that appear on top of people's heads. The amount of racist remarks that could be seen in those bubbles was staggering. So please, by all means, ban these types of people.
OR to go one better, have an NPC in game hunt their characters down wherever they may be and SLAY them, Terminator style. Then ban them.
